Job Purpose:
The Procurement Specialist will manage, monitor, and improve all procurement functions of the university to ensure transparent, cost-effective, and policy-compliant purchasing of goods, works, and services. The role supports both academic and administrative departments by ensuring timely procurement delivery, strong supplier management, and accountable use of institutional resources.
Main Duties and Responsibilities:
The successful candidate will develop annual procurement plans in line with approved departmental budgets and ensure all procurement activities comply with university policies, donor requirements, and public procurement regulations. Responsibilities include preparing bid documents, RFQs, tenders, conducting supplier market research, coordinating bid evaluations, and ensuring value for money in all purchasing decisions.
The role further includes procurement budget analysis, cost forecasting, expenditure monitoring, procurement risk identification, and recommending mitigation strategies. The Procurement Specialist will negotiate with vendors, monitor supplier performance, maintain vendor databases, support internal and external audits, and prepare regular procurement compliance and progress reports. Ethical procurement leadership and transparency are key parts of this position.
Qualification and Experience Required:
Applicants must possess a Bachelor of Business Administration (BBA) from a recognized university. A Master’s degree will be considered an added advantage. Candidates should have 4 to 5 years of professional experience in procurement, purchasing, supply chain, or administration.
Strong understanding of public procurement regulations, tendering procedures, vendor contract management, and procurement software systems is required. Applicants must also demonstrate a high ethical standard, analytical thinking, and strong stakeholder communication ability.
