Under the Regional Office for Eastern Africa, UNODC is recruiting a highly qualified Programme Coordination and Legal Affairs Specialist to support implementation of the Better Migration Management (BMM) Programme Phase IV across the Horn of Africa.
This strategic international role focuses on combating transnational organized crime, terrorism, illicit trafficking, human trafficking, and migrant smuggling while supporting justice systems, law enforcement agencies, and legal policy reforms in Eastern Africa.
Job Purpose:
The selected candidate will support programme coordination, technical implementation, legal research, donor liaison, monitoring, evaluation, and reporting under UNODC’s Transnational Organized Crime, Illicit Trafficking and Terrorism Programme. The role involves strengthening anti-trafficking institutions, supporting legislative reforms, improving criminal justice cooperation, and enhancing law enforcement capacity through regional technical assistance.
Main Duties and Responsibilities:
The successful applicant will coordinate project implementation, organize capacity-building workshops, liaise with donors and project beneficiaries, chair meetings, and ensure timely monitoring of activities. Responsibilities also include drafting implementation reports, preparing monitoring and evaluation documents, conducting research on organized crime trends, designing data collection tools, preparing impact assessments, and supporting field missions.
The role further requires substantive contribution to cross-programme anti-terrorism initiatives, criminal justice training programmes, witness protection frameworks, legislative amendment support, and regional cooperation activities. The candidate will also contribute to UN Volunteer initiatives, field publications, and local volunteer engagement efforts.
Qualification and Experience Required:
Applicants must possess a Master’s Degree in International Relations, International Law, Political Science, Programme Management, or related discipline. A minimum of 5 years of progressively responsible professional experience in programme coordination, legal technical assistance, criminal justice, organized crime prevention, or counter-terrorism is mandatory.
At least 2 years of direct experience in crime prevention, anti-organized crime, or criminal justice operations is required. Prior UN or international organization experience will be highly desirable.
