Job Overview

The Senior Project Controls Engineer will join CSCEC’s Project Management Office (PMO) in Bosaso, overseeing the planning, scheduling, cost control, and performance measurement of multi‑million‑dollar construction projects. This role is pivotal in ensuring that projects are delivered on time, within budget, and to the highest quality standards, directly supporting CSCEC’s reputation for excellence in the region. The incumbent will collaborate with project managers, engineers, subcontractors, and client representatives, providing analytical insights that drive decision‑making and risk mitigation. As a senior member of the team, the engineer will mentor junior staff, champion best practices, and contribute to continuous improvement initiatives, aligning with CSCEC’s vision of delivering world‑class infrastructure while fostering local talent and employment.

Key Responsibilities

• Develop and maintain detailed project schedules using Primavera P6 or MS Project, ensuring alignment with contractual milestones.
• Monitor and control project budgets, forecast cost variations, and prepare variance analysis reports for senior management.
• Implement earned value management (EVM) techniques to assess project performance and predict future outcomes.
• Identify, assess, and mitigate risks related to schedule, cost, and scope, providing actionable recommendations.
• Coordinate with procurement, engineering, and field teams to ensure accurate data flow and timely updates.
• Prepare comprehensive progress reports, dashboards, and presentations for stakeholders, incorporating key performance indicators.
• Lead regular project control meetings, facilitating clear communication among cross‑functional teams.
• Ensure compliance with CSCEC’s quality, safety, and environmental standards throughout the project lifecycle.

Required Skills

• Advanced proficiency in project scheduling software (Primavera P6, MS Project) and cost control tools.
• Strong analytical abilities with expertise in earned value management and financial forecasting.
• Excellent communication and presentation skills, capable of conveying complex data to diverse audiences.
• Proven leadership experience, mentoring junior engineers and fostering collaborative environments.
• In‑depth knowledge of construction contracts, procurement processes, and local regulatory requirements.
• Ability to work under pressure, prioritize tasks, and meet tight deadlines.
• Fluency in English; knowledge of Arabic or Somali is an advantage.

Education

A Bachelor’s degree in Civil Engineering, Construction Management, Project Management, or a related discipline is required. A Master’s degree or professional certifications such as PMP, PMI‑ACP, or equivalent are highly desirable and will be considered an asset during the selection process.

Experience

Applicants must possess a minimum of eight (8) years of progressive experience in project controls within large‑scale construction or infrastructure projects. Experience working in East Africa or similar emerging markets is preferred, as is a demonstrated track record of delivering projects on schedule and within budget.

Salary

CSCEC offers a competitive compensation package ranging from 2,500,000 to 3,500,000 SSP per month, commensurate with experience and qualifications. The package includes performance‑based bonuses, health insurance, and other statutory benefits in line with Somali labor regulations.
