Job Overview

The Public Financial Management Specialist will lead the design, implementation, and evaluation of fiscal reforms aimed at enhancing transparency, accountability, and efficiency within Somalia’s public sector. Working closely with the Ministry of Finance and other key stakeholders, you will provide technical assistance, develop policy guidelines, and support the rollout of modern budgeting tools. Key Responsibilities

• Conduct comprehensive assessments of existing public financial management systems and identify gaps.
• Develop and deliver capacity‑building workshops for government officials on budgeting, accounting, and reporting standards.
• Assist in the preparation of fiscal policy documents, medium‑term expenditure frameworks, and performance‑based budgeting guidelines.
• Support the implementation of integrated financial management information systems (IFMIS) across ministries.
• Provide analytical support for debt management, revenue forecasting, and expenditure tracking.
• Collaborate with donor agencies and development partners to align financing strategies with national priorities.
• Monitor and evaluate the impact of reforms, producing regular reports for senior management and stakeholders.
• Contribute to knowledge sharing initiatives, including publications, webinars, and conference presentations.

Required Skills

• Strong analytical and quantitative skills with proficiency in Excel, STATA, or similar tools.
• Excellent written and verbal communication in English; knowledge of Somali is an advantage.
• Demonstrated experience in public sector budgeting, accounting standards, and fiscal policy.
• Ability to work independently and lead multi‑stakeholder teams in complex environments.
• Familiarity with international development frameworks and donor coordination mechanisms.
• Proven project management capabilities, including planning, monitoring, and reporting.
• High ethical standards and commitment to transparency and good governance.

Education

A Master’s degree in Finance, Economics, Public Policy, Development Studies, or a closely related field is required. Candidates with additional certifications in public financial management, such as the International Public Sector Accounting Standards (IPSAS) or the World Bank’s PFM Toolkit, will be given preference.

Experience

Applicants should have at least five to seven years of relevant experience, preferably within government ministries, international development agencies, or consulting firms that specialize in public financial management. Experience working in Somalia or other fragile contexts is highly valued.

The position offers a competitive salary range of SSP 2,500,000 to 3,500,000 per year, commensurate with experience and qualifications, along with a comprehensive benefits package.
