Position Overview
The Norwegian Refugee Council (NRC) is seeking an experienced Policy and Liaison Officer to strengthen policy engagement, stakeholder coordination, government relations, and strategic advocacy initiatives across Somalia. The successful candidate will serve as a key link between the organization, government institutions, donors, humanitarian partners, and development stakeholders while supporting evidence-based policy development and external representation.

Key Responsibilities
- Develop and implement policy engagement strategies aligned with organizational objectives.
- Build productive relationships with government ministries, donors, UN agencies, and civil society organizations.
- Monitor policy developments affecting humanitarian and development programs.
- Prepare policy briefs, analytical reports, position papers, and strategic recommendations.
- Represent the organization at coordination forums, conferences, and stakeholder meetings.
- Facilitate communication between field teams and external stakeholders.
- Support advocacy campaigns related to humanitarian access, resilience, and development.
- Conduct political economy and stakeholder analysis.
- Monitor compliance with government regulations and reporting requirements.
- Coordinate high-level meetings and diplomatic engagements.
- Prepare briefing materials for senior management.
- Strengthen partnerships with national and regional institutions.
- Contribute to proposal development and donor engagement activities.
- Support knowledge management and information-sharing initiatives.
Education Requirements
- Bachelor’s Degree in International Relations, Political Science, Public Policy, Law, Development Studies, Public Administration, or related field.
- Master’s Degree in Public Policy, Governance, International Affairs, or similar discipline is highly desirable.
- Professional certifications in diplomacy, policy analysis, governance, or advocacy are advantageous.
Experience Requirements
- Minimum 4 years of experience in policy, advocacy, government relations, or stakeholder engagement.
- Experience working with international NGOs, development agencies, or multilateral organizations.
- Strong understanding of governance and policy frameworks.
- Experience drafting policy documents and analytical reports.
- Knowledge of Somalia’s political, governance, and humanitarian landscape is preferred.
