Job Overview

The Legal Counsel will serve as the principal legal advisor for UNDP’s Somalia country office, providing strategic counsel on contractual, regulatory, and policy matters that affect development projects. The role involves drafting and reviewing agreements, advising on procurement processes, and ensuring adherence to both Somali law and UN internal regulations. The successful candidate will work closely with program managers, finance teams, and external partners to navigate complex legal landscapes while upholding the highest standards of integrity and transparency. Key Responsibilities

• Draft, negotiate, and review contracts, memoranda of understanding, and partnership agreements to support development initiatives.
• Provide legal advice on procurement, grant management, and compliance with Somali legislation and UN policies.
• Conduct legal risk assessments for new projects and recommend mitigation strategies.
• Support the preparation of legal opinions, briefs, and policy documents for senior management.
• Liaise with government authorities, donors, and NGOs to resolve legal disputes and ensure smooth project implementation.
• Monitor changes in national laws and international regulations that may impact UNDP operations.
• Deliver training sessions on legal compliance and ethical standards for staff and partners.

Required Skills

• Strong analytical abilities with a keen eye for detail in contract interpretation.
• Excellent communication skills in English; proficiency in Somali is highly desirable.
• Proven negotiation skills and ability to manage stakeholder relationships.
• In-depth knowledge of Somali commercial law, public procurement regulations, and international development standards.
• Ability to work independently in a fast‑paced, multicultural environment.
• High ethical standards and commitment to UN values of integrity and accountability.

Education

A recognized law degree (LL.B.) from an accredited university is required. An advanced degree (LL.M.) in International Law, Human Rights, or Development Law is preferred. Candidates must possess a valid license to practice law in Somalia or an equivalent jurisdiction.

Experience

Minimum of five years of professional experience in legal advisory roles, preferably within international organizations, NGOs, or government agencies. Experience handling contracts, procurement, and regulatory compliance in the development sector is essential.

Salary

The position offers a competitive salary range of 5,000,000 to 8,000,000 Somali Shillings (SSP) per month, commensurate with qualifications and experience, along with UNDP’s comprehensive benefits package.
