Job Overview

The Monitoring & Evaluation Specialist will lead the design, implementation, and management of M&E systems for UNDP’s flagship programs in the Afgooye region. The role involves developing robust indicators, collecting high‑quality data, and producing insightful analysis that informs strategic decisions and demonstrates impact to donors and stakeholders. The specialist will work closely with program managers, field staff, and partner organizations to ensure that monitoring frameworks are aligned with project objectives and UNDP’s results‑based management approach. Key Responsibilities

• Design and operationalize comprehensive M&E frameworks for multiple development projects, ensuring alignment with UNDP’s results‑based management standards.
• Develop logical frameworks, performance indicators, data collection tools, and reporting templates tailored to each program’s context.
• Lead field data collection, verification, and quality assurance processes, collaborating with local partners and community representatives.
• Analyze quantitative and qualitative data to produce periodic performance reports, impact assessments, and lessons‑learned documentation.
• Provide technical guidance and capacity‑building workshops to project staff and partners on M&E best practices.
• Support proposal development by contributing evidence‑based narratives and performance metrics.
• Coordinate with UNDP’s global M&E unit to ensure compliance with donor requirements and internal standards.
• Maintain a centralized M&E database, ensuring data integrity, security, and accessibility for stakeholders.
• Contribute to knowledge management by publishing case studies, success stories, and policy briefs.
• Participate in cross‑functional meetings to integrate M&E findings into program design and adaptive management.

Required Skills

• Strong analytical skills with proficiency in statistical software (e.g., SPSS, Stata, R) and data visualization tools.
• Excellent written and verbal communication skills in English; knowledge of Somali is highly advantageous.
• Demonstrated ability to design logical frameworks and results‑based indicators.
• Experience in conducting surveys, focus groups, and participatory monitoring methods.
• Ability to work independently and manage multiple projects under tight deadlines.
• Strong interpersonal skills for stakeholder engagement and capacity building.
• Familiarity with UNDP’s M&E guidelines and donor reporting requirements.
• Proficiency in Microsoft Office Suite, especially Excel and PowerPoint.

Education

A Master’s degree in International Development, Public Policy, Economics, Statistics, or a related discipline is required. Candidates with a relevant Ph.D. are encouraged to apply.

Experience

Minimum of five years of professional experience in monitoring, evaluation, and learning (MEL) within international development programs, preferably with exposure to the Somali context or similar fragile environments.

Salary

The successful candidate will receive a competitive salary ranging from SSP 2,500,000 to SSP 3,500,000 per annum, commensurate with experience and qualifications. Additional allowances for field travel and performance bonuses may apply.
