Job Overview

The Policy Analyst will join the Policy & Research Department in Erigavo, providing evidence‑based analysis to shape national and regional strategies. The successful candidate will work closely with senior economists, government officials, and development partners to assess policy options, draft briefing notes, and monitor implementation of key reforms. Key Responsibilities

• Conduct comprehensive policy research and analysis on economic, social, and governance issues affecting Somalia.
• Prepare policy briefs, reports, and presentations for senior management, donors, and government stakeholders.
• Monitor and evaluate the impact of existing policies and programs, providing actionable recommendations.
• Collaborate with cross‑functional teams to design evidence‑based interventions that support employment generation and sustainable growth.
• Maintain up‑to‑date knowledge of regional regulatory frameworks, international best practices, and emerging trends.
• Support the preparation of project proposals and funding applications that align with AfDB’s strategic objectives.

Required Skills

• Strong analytical and quantitative skills with proficiency in statistical software (e.g., STATA, R, or Python).
• Excellent written and verbal communication abilities in English; knowledge of Somali is an advantage.
• Ability to synthesize complex data into clear, concise policy recommendations.
• Experience working with government ministries, NGOs, or international development agencies.
• Project management competence and ability to meet tight deadlines.
• High level of integrity, professionalism, and commitment to development outcomes.

Education

A Master’s degree in Public Policy, Economics, Development Studies, or a closely related discipline is required. Advanced training or certifications in policy analysis, impact evaluation, or data analytics are highly desirable.

Experience

Applicants must have at least five years of relevant experience in policy research, economic analysis, or program evaluation within the public sector or international development context. Prior experience in Somalia or the Horn of Africa region is strongly preferred.

Salary
