Job Overview

The Program Management Officer will lead the design, implementation, and monitoring of Oxfam’s development programs in the Afgooye region. This role requires strategic planning, stakeholder coordination, and rigorous results‑based management to ensure that interventions are effective, sustainable, and aligned with donor requirements. Key Responsibilities

• Develop and oversee program work plans, budgets, and logical frameworks that reflect Oxfam’s strategic objectives.
• Coordinate with local authorities, community leaders, and partner organizations to ensure program relevance and ownership.
• Monitor program performance using quantitative and qualitative indicators, preparing regular progress reports for donors and senior management.
• Manage procurement processes, ensuring compliance with Oxfam’s financial policies and local regulations.
• Facilitate capacity‑building workshops for community groups and implementing partners.
• Identify and mitigate risks related to security, financial management, and operational delivery.
• Represent Oxfam at coordination meetings, advocacy forums, and donor briefings.
• Contribute to knowledge management by documenting best practices and lessons learned.

Required Skills

• Strong analytical and problem‑solving abilities with a results‑oriented mindset.
• Excellent communication and negotiation skills in English; proficiency in Somali is highly desirable.
• Proven experience in budgeting, financial reporting, and donor compliance.
• Ability to work effectively in multicultural and high‑pressure environments.
• Competence in using project management software and data visualization tools.
• Demonstrated commitment to gender equality and inclusive development.

Education

The successful candidate must hold a Master’s degree in Development Studies, International Relations, Public Policy, or a closely related discipline. Specialized training in program monitoring and evaluation, humanitarian standards, or climate‑smart agriculture will be considered an asset.

Experience

Applicants should have at least five years of hands‑on experience managing development programs in fragile or conflict‑affected settings. Prior experience working with international donors, such as the EU, USAID, or the World Bank, is highly valued.

Salary

The position offers a competitive salary range of SSP 250,000 to SSP 400,000 per month, commensurate with experience and qualifications. Salary is paid in local currency and includes statutory benefits.
