Job Overview

The Program Monitoring Officer will support the implementation of UNDP’s development projects in the Lower Shabelle region, focusing on Qoryoley. The incumbent will design monitoring frameworks, collect and analyze data, and produce evidence‑based reports that inform strategic decisions. Key Responsibilities

  • Develop and update logical frameworks, indicators and data collection tools for assigned projects.
  • Conduct field visits to verify data, engage beneficiaries and assess project progress.
  • Compile, clean and analyze quantitative and qualitative data using statistical software.
  • Prepare monthly, quarterly and annual monitoring reports for donors and senior management.
  • Support the preparation of project evaluations and impact assessments.
  • Collaborate with project officers, partners and government officials to ensure data quality and timeliness.
  • Identify challenges and recommend corrective actions to improve project performance.
  • Maintain a comprehensive database of project indicators and outcomes.

Required Skills

  • Strong analytical and quantitative skills with proficiency in Excel or similar tools.
  • Excellent written and verbal communication in English; knowledge of Somali is essential.
  • Ability to work independently and in multidisciplinary teams.
  • Attention to detail and commitment to data integrity.
  • Experience with monitoring and evaluation (M&E) methodologies and tools.
  • Familiarity with UNDP reporting standards and donor compliance.
  • Effective stakeholder engagement and facilitation skills.
  • Adaptability to travel within the region and work in challenging environments.

Education

A Bachelor’s degree in International Relations, Development Studies, Economics, Social Sciences, or a related discipline is required. A Master’s degree or professional certification in Monitoring and Evaluation is considered an asset.

Experience

Applicants should have 2‑4 years of relevant experience in program monitoring, evaluation, or data analysis within the development sector. Experience working with UN agencies, NGOs, or government programs in Somalia or similar contexts is highly desirable.

Salary

The position offers a competitive salary ranging from 3,500,000 to 5,000,000 SSP per month, commensurate with experience and qualifications. Additional allowances for field travel and hardship may apply.
