Job Overview

The Project Controls Engineer will be a key member of the Project Management Office (PMO) responsible for planning, monitoring, and controlling project performance for large‑scale construction initiatives in Somalia. You will work closely with project managers, engineers, and subcontractors to develop accurate cost estimates, schedule baselines, and performance metrics that ensure projects are delivered on time, within budget, and to the highest quality standards. Key Responsibilities

  • Develop and maintain detailed project cost estimates, budgets, and cash flow forecasts.
  • Create and update master schedules using Primavera P6 or MS Project, ensuring alignment with contractual milestones.
  • Monitor project performance against baseline, identify variances, and recommend corrective actions.
  • Prepare regular cost and schedule reports for senior management and stakeholders.
  • Coordinate with procurement and contracts teams to track change orders and impact on cost/schedule.
  • Implement earned value management (EVM) techniques to assess project health.
  • Support risk management processes by quantifying cost and schedule impacts of identified risks.

Required Skills

  • Proficiency in project controls software (Primavera P6, MS Project, CostX, or equivalent).
  • Strong analytical abilities with a focus on data accuracy and integrity.
  • Excellent communication skills for reporting to multicultural teams and senior leadership.
  • Knowledge of construction contracts, procurement processes, and change management.
  • Ability to work under pressure and meet tight deadlines in a dynamic environment.
  • Fluency in English; knowledge of Somali is an advantage.

Education

A Bachelor’s degree in Civil Engineering, Construction Management, Project Management, or a related discipline is required. A Master’s degree or professional certification such as PMP, PMI‑ACP, or AACE Certified Cost Professional is highly desirable.

Experience

Minimum of five (5) years of hands‑on experience in project controls for large‑scale construction or infrastructure projects, preferably with exposure to international or multi‑regional projects.

Salary

The compensation package ranges from SSP 8,000,000 to SSP 12,000,000 per month, commensurate with experience and qualifications. Performance‑based bonuses may be awarded based on project outcomes.
