Job Overview

The Risk Management Officer will play a pivotal role in identifying, assessing, and mitigating financial, operational, and compliance risks within Somali Commercial Bank. Reporting to the Head of Risk Management, the officer will develop risk policies, conduct risk assessments, and collaborate with business units to embed a risk‑aware culture throughout the organization. Key Responsibilities

  • Develop and maintain the bank’s enterprise risk management framework, policies, and procedures.
  • Conduct comprehensive risk assessments for new products, services, and strategic projects.
  • Monitor credit, market, liquidity, operational, and compliance risks on a daily basis.
  • Prepare risk reports and dashboards for senior management and the Board of Directors.
  • Coordinate internal and external audit activities related to risk management.
  • Provide risk training and awareness programs for staff across all departments.
  • Ensure compliance with Central Bank of Somalia regulations and international banking standards such as Basel III.
  • Collaborate with IT and cybersecurity teams to assess technology‑related risks.

Required Skills

  • Strong analytical and quantitative abilities with proficiency in risk modeling tools.
  • In‑depth knowledge of banking regulations, Basel accords, and Somali financial legislation.
  • Excellent communication skills to convey complex risk concepts to non‑technical stakeholders.
  • Proficiency in risk management software and MS Office Suite, especially Excel.
  • Ability to work independently and lead cross‑functional risk initiatives.
  • High ethical standards and a commitment to confidentiality.

Education

The candidate must hold a Bachelor’s degree in Finance, Economics, Business Administration, or a related discipline. A Master’s degree or professional certifications such as FRM (Financial Risk Manager) or PRM (Professional Risk Manager) are highly desirable and will be considered an advantage during the selection process.

Experience

Minimum of five (5) years of progressive experience in risk management within a banking environment is required. Experience with credit risk, market risk, and operational risk, as well as exposure to regulatory compliance, will be evaluated favorably. Candidates with a proven track record of implementing risk frameworks in emerging markets are especially encouraged to apply.

Salary
