Job Overview

The Strategic Energy Contracts Manager will lead the negotiation, drafting, and administration of contracts related to oil and gas exploration, production, and supply chain activities in Somalia. Reporting to the Regional Director of Contracts, the role ensures that all agreements comply with international standards, local regulations, and Shell’s internal policies. The manager will collaborate with legal, finance, operations, and external partners to secure favorable terms that protect Shell’s interests and promote sustainable development. Key Responsibilities

• Lead end‑to‑end contract negotiations with joint‑venture partners, service providers, and government entities.
• Draft, review, and finalize exploration, production, and supply agreements ensuring compliance with Somali law and Shell’s risk management framework.
• Coordinate with legal and compliance teams to mitigate contractual risks and resolve disputes.
• Develop and maintain a contract database, tracking key milestones, renewals, and performance metrics.
• Provide strategic advice to senior management on contract structures, pricing models, and commercial terms.
• Monitor contract performance, enforce obligations, and manage amendments or extensions as needed.
• Support the preparation of regulatory filings and reports required for Employment in Somalia and local authorities.

Required Skills

• Strong negotiation and analytical skills with a proven track record in oil & gas contracts.
• In‑depth knowledge of international commercial law, Somali energy regulations, and contract management software.

• Proficiency in English; knowledge of Somali is an advantage.

Education

A Bachelor’s degree in Business Administration, Law, Engineering, or a related field is required. A Master’s degree or professional certification (e.g., CIPS, LLM) is highly desirable and demonstrates a commitment to advanced expertise in contract management.

Experience

Applicants must have a minimum of five years of relevant experience, preferably within the oil and gas sector, handling complex commercial agreements. Experience working in emerging markets or within the African energy landscape will be considered a strong asset.

Salary
