Job Overview

The Network Optimization Engineer will play a pivotal role in enhancing the performance, capacity, and reliability of Hormuud’s mobile and fixed‑line networks in Bosaso and surrounding areas. Reporting to the Lead Network Architect, the incumbent will analyze network data, design optimization strategies, and implement solutions that improve coverage, reduce latency, and increase overall user satisfaction. Key Responsibilities

• Conduct comprehensive drive‑test and performance measurements to identify network bottlenecks and coverage gaps.
• Develop and implement optimization plans for radio access network (RAN) parameters, including antenna tilt, power settings, and handover thresholds.
• Collaborate with vendor engineers to fine‑tune equipment configurations and firmware upgrades.
• Analyze traffic patterns and capacity trends to recommend infrastructure upgrades and spectrum re‑allocation.
• Prepare detailed technical reports and present findings to senior management and the operations team.
• Participate in network rollout projects, ensuring optimal design and integration with existing infrastructure.
• Monitor key performance indicators (KPIs) such as call drop rate, throughput, and latency, and take corrective actions as needed.
• Support the troubleshooting of complex network issues escalated from the NOC (Network Operations Center).

Required Skills

• Strong knowledge of LTE/4G and emerging 5G technologies, including RF planning and optimization.
• Proficiency with network analysis tools such as Atoll, iBwave, or similar.
• Experience with drive‑test equipment and data analysis software (e.g., TEMS, Nemo).
• Solid understanding of core network elements (EPC, IMS) and backhaul technologies.
• Excellent problem‑solving abilities and analytical mindset.
• Effective communication skills for cross‑team collaboration and stakeholder reporting.
• Ability to work independently and manage multiple optimization projects simultaneously.

Education

A Bachelor’s degree in Telecommunications Engineering, Electrical Engineering, Computer Engineering, or a closely related discipline is required. Candidates with professional certifications such as Cisco CCNP, Nokia NRS, or Huawei HCNP are highly regarded.

Experience

Applicants should possess 3 to 5 years of hands‑on experience in network planning, optimization, or performance engineering within a telecom operator environment. Prior exposure to the Somali market or similar emerging markets is advantageous.
