Job Overview

The Renewable Energy Policy Analyst will lead the design, analysis, and advocacy of policies that accelerate the deployment of clean energy technologies in Somalia. You will conduct rigorous research, develop policy briefs, and engage with stakeholders—including ministries, utilities, NGOs, and private investors—to ensure that regulatory frameworks are robust, market‑friendly, and aligned with international best practices. Key Responsibilities

• Conduct in‑depth analysis of existing energy policies, regulations, and market structures in Somalia.
• Develop evidence‑based policy recommendations to promote renewable energy investment and deployment.
• Prepare policy briefs, technical reports, and stakeholder presentations that communicate complex findings in clear, actionable language.
• Facilitate multi‑stakeholder workshops and consultations to gather input, build consensus, and foster partnerships.
• Monitor regional and global renewable energy trends, incorporating best practices into Somalia’s policy framework.
• Collaborate with World Bank project teams to align policy work with financing mechanisms and project implementation.
• Support the preparation of grant proposals and donor reports related to renewable energy initiatives.
• Provide technical assistance to government ministries and regulatory bodies during policy formulation and implementation.

Required Skills

• Strong analytical and quantitative skills with proficiency in data analysis tools (e.g., Excel, Stata, R).
• Excellent written and verbal communication abilities, including report writing and public speaking.
• Deep understanding of renewable energy technologies, market dynamics, and regulatory environments.
• Experience in stakeholder engagement, negotiation, and consensus building.
• Ability to work independently and as part of a multidisciplinary international team.
• Fluency in English; knowledge of Somali or Arabic is an advantage.

Education

A Master’s degree in Public Policy, Energy Management, Environmental Economics, or a related discipline is required. Relevant certifications (e.g., Certified Energy Manager, PMP) are considered a plus.

Experience

Minimum of five (5) years of professional experience in energy policy analysis, renewable energy project development, or related fields within developing country contexts. Prior experience working with international development agencies or government ministries is highly desirable.

Salary

The position offers a competitive salary range of SSP 2,500,000 to SSP 4,000,000 per month, commensurate with experience and qualifications. Additional performance‑based incentives may be provided.
